INITIAL BASIC or PROFESSIONAL CERTIFICATE - Applicant must complete an undergraduate or graduate level state approved teacher education program from an accredited institution* and attain passing scores on the NTE Core Battery and Specialty Area Test, The Specialty Area Test is required to be taken only if it is available for an applicant's major and is a Test for which the Hawaii State Department of Education has established passing validated scores. All NTE scores are valid only for five years. The separate NTE Handout contains the updated information.

SPECIALIST CERTIFICATE- For SCHOOL COUNSELING or SCHOOL LIBRARY positions.
INITIAL BASIC or PROFESSIONAL SPECIALIST CERTIFICATE - Applicant must complete a state approved teacher education program* at the undergraduate or advanced level in school counseling or school library services and attain passing scores on the NTE Core Battery and Specialty Area Tests.
BASIC or PROFESSIONAL SPECIALIST CERTIFICATE- Applicant must meet the above requirements and complete two years of successful performance in the. public schools of Hawaii.
*A state approved teacher education program is one which has been evaluated by an on-site visitation team as being systematically planned to meet the National Association of State Directors of Teacher Education and Certification (NASDTEC) or state standards.
**Tade experience is required for these vocational technical fields.
The Hawaii Department of Education requires the following PRAXIS assessments:
Pre-Professional Skills (PPST) or Computer Based Tests (CBT): All applicants must take the PPST or CBT in Reading, Writing and Mathematics. CBT are administered through the Sylvan Learning Centers by appointment throughout the year. Interchanging an individual PPST with the equivalent CBT is permissible.
Principles of Learning and Teaching (PLT) K-6 or 7-12: All applicants must take the level that is required for their certification area. However, applicants with K-12 certification areas are to select one level.
Subject Assessments: Elementary (K-6) applicants (including Early Childhood majors) are required to take the tests listed for the elementary level. Secondary/specialist applicants are required to take the subject assessments in the education major if the certification area is listed. If there is none listed, applicants are required to submit passing scores only for the PPST or CBT and the PLT.
CODE NUMBER OF THE HAWAII DEPARTMENT OF EDUCATION IS R8620.
NOTE: IMPORTANT - During the 1995-96 transition year, individuals who have NTE tests to complete may substitute the PPST or CBT in Math, Reading & Writing (all must be taken) for the General Knowledge and/or Communication Skills Tests of the NTE Core Battery; the PLT for the Professional Knowledge of the NTE Core Battery; or the PRAXIS Subject Assessments for the NTE Specialty Area Test. The option for the substitution is available only until August 28, 1996. After August 28, 1996, the complete PPST or CBT and PLT are required. In addition, previously validated NTE Specialty Area tests not listed on this Information Sheet will not be accepted by the Department after August 28, 1996. NTE score reports must be taken within five years of the date of submittal of an application to the Department.
